CEQA-NEPA Documentation and Compliance:


Hanover Environmental Services, Inc. provides California Environmental Quality Act (CEQA) impact analysis, technical support and project management services for landowners, developers, engineers, environmental firms, cities, counties, and other lead agencies. Hanover prepares preliminary environmental site analyses to assist in determining potential impacts associated with a project and provides recommendations for project design modifications to reduce impacts. Hanover provides impact analysis and technical support for a variety of resource topic areas including land use, geology and soils, hydrology and water quality, public services and utilities, recreation facilities and visual resources. In addition, Hanover, Inc. prepares CEQA initial studies and environmental checklists, mitigated negative declarations and environmental impact reports as well as joint CEQA/NEPA environmental assessments and environmental impact statements when applicable. CEQA project experience ranges from small subdivisions and infrastructure improvements to planned developments and community plan projects.

Butte County-Palmdale Water District
Table A Water Transfer, Palmdale, CA

Hanover prepared the Initial Study/Negative Declaration for the Palmdale Water Dristrict to transfer 27,500 acre feet of Butte County's State Water Project Table A water from Lake Oroville to Palmdale. In 2008, the Department of Water Resources allocated 35% of the total contracted Table A water to State Water Project water contractors. Palmdale needed additional water in order to meet its existing demand. Butte County does not currently have an in-County use for its Table A water and, historically, the water has been reverted back into the State Water Project System. This direct sale of Table A water from contractor to contractor is the first of its kind for the State Water Project and Department of Water Resources.



Montebello Estates Initial Study/Mitigated Negative Declaration, City of Red Bluff

Hanover prepared the draft Initial Study/Mitigated Negative Declaration for the City of Red Bluff for the Montebello Estates project. The project site encompassed 112 acres and included 223 single-family residential units on 77 acres and a 35 acre open space/tree mitigation area. Issue areas examined in the IS/MND included aesthetics, air quality, biological resources, cultural resources, geology/soils, hazards, hydrology and water quality, noise, population and housing, traffic and utilities. The project also included the preparation of traffic and noise technical studies prepared by Hanover 's subcontractor team.



Little Chico Creek Bike Path Initial Study and Mitigated Negative Declaration, City of Chico

Hanover's staff prepared the Initial Study/Mitigated Negative Declaration and the Biological Resources Assessment for the proposed project. Located within the southwestern quadrant of the City of Chico and extends approximately 3,250 linear feet from Little Chico Creek through the East 20th Street Community Park. A portion of the project is located within the Caltrans right-of-way and includes a clear-span bridge over the creek. Other issues included anadromous fish and Valley Elderberry Longhorn Beetle. This project is being funded by the State's Bicycle Transportation Account. This project also included the preparation of a Streambed Alteration Agreement.


Highway 99W Specific Plan and Initial Study and Mitigated Negative Declaration, City of Corning

Kamie Loeser, Hanover's Senior Planner, served as the Municipal Planner, project manager, and sole author for the preparation of the City's Highway 99W Corridor Specific Plan. The Specific Plan proposed mixed use development along a 2-mile stretch of a predominantly underdeveloped commercial corridor that parallels Interstate 5. The project included visual design guidelines to be applied to new commercial development within the corridor and a series of conceptual plans for various parcels illustrating application of the design guidelines. This project also included a General Plan Amendment; Zoning Ordinance Update, which included a mixed-use overlay zone; and the preparation of an Initial Study/Mitigated Negative Declaration.


Kemper Avenue Estates Initial Study/Mitigated Negative Declaration, City of Red Bluff

Hanover prepared the Initial Study/Mitigated Negative Declaration for the City of Red Bluff for the Kemper Avenue Estates project. The project site encompassed 11 acres and included 49 single-family residential lots ranging in size from 6,000 to 11,695 square feet. Mitigation measures reduced potential impacts were reduced to less than significant levels. Hanover conducted a wetland delineation and CNDDB search for this project.
