Phase 1 - Environmental Site Assessments (ESA):
Hanover Environmental Services, Inc.'s staff prepares Phase I ESAs under the direction of a State of California Registered Environmental Assessor (REA). The preparation of an ESA includes a review and analysis of existing data and information concerning a property, as well as an update, review and analysis of any current information and data concerning the property as contained in the records of the governmental regulatory agencies. Additionally, a site reconnaissance of the subject property is performed and interviews are conducted, as appropriate, to determine the existence or non-existence of recognized environmental conditions, now and in the past, and any contamination arising there from. Some of the recognized environmental conditions that Hanover Environmental Services, Inc.'s staff has identified on various properties include potential:
- Petroleum hydrocarbon contamination and unauthorized releases of fuel
- Polychlorinated Biphenyl (PCB) contamination
- Asbestos-containing material (ACM)
- Lead-based paint materials
- Visual evidence of diesel contamination on the soil surface
- Open well casing exposing groundwater to surface contamination
- Soil and ground water contamination due to historical land uses and business practices (i.e. metals, solvents, petroleum hydrocarbons, etc.) onsite and from adjacent properties
- Heavy chemical odors
- Large volumes of debris and stored items
- Pesticide/herbicide contamination due to historic agricultural use
A Phase I Environmental Site Assessment (ESA) is crucial for establishing innocent landowner defense, and only a thorough ESA will provide adequate liability reduction. The environmental specialists at Hanover Environmental Services, Inc. have performed hundreds of Phase I ESA and Transaction Screening Reports for sites located in California , Nevada , Montana , and Idaho. These thorough investigations are performed according to guidelines developed by the American Society for Testing and Materials (ASTM E 1527-00 and 1527-05), and industry standards but can be tailored to meet a client's specific requirements. Representative Phase I ESA projects are summarized below.
The purpose of an ESA is to identify recognized environmental conditions in association with a subject property. The term recognized environmental conditions means the presence or the likely presence of any hazardous substances or petroleum products on the subject property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous material or petroleum product into structures on the subject property or into the ground, groundwater, or surface water of the subject property. The term includes hazardous substances or petroleum products even under conditions in compliance with laws. An ESA is prepared in an objective and unbiased manner and in accordance with the recommendations of American Society for Testing and Materials (ASTM) Practice E 1527-05 and the EPA AAI 40 CFR Part 312. ESAs are prepared to assist in satisfying the “appropriate inquiry” portion of the innocent landowner defense of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and the Superfund Amendments and Reauthorization Act of 1986 (SARA) concerning a subject property.

Ranch Property, C Tehama County (2007) |

The project site was approximately 1,440-acres located in a predominately agricultural logging area of Mill Creek, Tehama County, CA. Portions of the site were developed with six (6) structures (a vacant lodge, vacant mobile home, tool shed, well shed, barn, and livestock corral). The majority of the site was undeveloped and used for livestock grazing. Surrounding land uses included commercial/retail facilities. A soil investigation and analysis was also conducted to further evaluate potential contamination. |

The proposed project for which a Phase 1 ESA was necessary was the installation of a signal and undergrounding of overhead utilities in the Town of Paradise , Butte County , CA. Hanover prepared a Phase 1 ESA that evaluated 12 parcels located in a mixed commercial and residential area adjacent to the proposed project. The parcels were generally developed with commercial or residential structures at the time of the site evaluation. The ESA determined that there was the potential for petroleum hydrocarbon contamination in soil and/or groundwater from documented unauthorized releases of fuel on sites adjacent to the proposed right-of-ways and potential contamination from historic business practices (i.e. metals, solvents, petroleum hydrocarbons, etc.) in soil and/or groundwater on sites adjacent to the proposed right-of-ways. Hanover recommended collection of soil samples from borings at an appropriate depth below ground surface in the location of proposed undergrounding of overhead utilities and collection of soil samples at an appropriate depth in proposed traffic signal pole locations. |

Chico Sewer Extension, City of Chico , Butte County , CA |

The 64-acre property was the proposed location for the extension of sewer utilities and consisted of a six parcel corridor located in the southwest portion of the City of Chico, CA. The project site formed a linear right-of-way and was historically used for public utilities and railroad facilities from 1904 to the 1950's. |

Light Industrial Multiple Use Yard, Confidential Client, City of Richmond, CA |
|
A Phase I ESA was performed on an approximately 6-acre property located in an industrial area of Richmond , CA . Portions of the property were leased to five different occupants. Six structures and 30 storage containers were observed on the property as well as eight above ground storage tanks, dozens of 55-gallon drums and dozens of 5-gallon buckets. The site was included on the historic underground storage tank database, the Cal-Site database, and the CERCLIS database. Site reconnaissance observations include heavy chemical odors, stained soils, and large volumes of debris and stored items. |

Manufacturing Facility, Confidential Client |

A Phase I ESA was performed to identify recognized environmental conditions associated with industrial and manufacturing practices that had occurred at the site for over 30 years. The facility utilized solvents, and lubricating oil in the process of manufacturing Styrofoam cups, and generated several waste streams. Hazardous materials releases had been documented at the site including leaking UST and transformer systems. |
